Congo rebel pullout from Goma runs into hitches

GOMA, Democratic Republic of Congo (Reuters) - A planned battlefield withdrawal by rebels in eastern Congo under a deal brokered by regional governments ran into hitches on Friday, including a dispute over abandoned army supplies the insurgents want to take with them.

Leaders of the Tutsi-led M23 rebel movement had agreed to pull out by Saturday from Democratic Republic of Congo's eastern border city of Goma, which they seized on November 20 when they routed government troops backed by United Nations peacekeepers.

Rebel leaders have said that they intend to fight to topple President Joseph Kabila, but they agreed to a call from presidents of the Great Lakes region last weekend for a withdrawal from positions in and around Goma.

As the withdrawal operation showed signs of getting under way, M23 representatives said some of the group's fighters were loath to yield the captured city, and they accused the U.N. peacekeepers of impeding the pullback.

There was disagreement over a store of munitions and equipment that had been abandoned by the government army FARDC at Goma airport. The rebels wanted to take the airport arsenal with them, but the U.N. peacekeeping mission MONUSCO, which had the store under its charge, refused to let them do this.

"This is FARDC ammunition and does not belong to M23 so I don't think we have to hand it over," MONUSCO's spokesman in Kinshasa Madnodje Mounoubai told Reuters by phone.

M23 military chief Colonel Sultani Makenga accused the U.N. peacekeepers of "blocking" M23's withdrawal operations.

"We have a store that has our logistical equipment and now MONUSCO is telling us not to get our equipment. We can't agree to that," he told reporters west of Goma in the town of Sake, from which M23 was also due to withdraw.

The dispute raised questions over whether the rebel pullback from Goma, which is being supervised by military chiefs from neighboring states including Uganda, would be completed by Saturday morning as announced.

"M23 is going," one of the foreign military observers, Ugandan General Geoffrey Muheesi, earlier told reporters.

A full rebel withdrawal from Goma, which lies on Lake Kivu in sight of the towering Mount Nyiragongo volcano, would signal some progress in international efforts to halt the eight-month-old insurgency in eastern Democratic Republic of Congo.

Goma is an important hub in Congo's eastern borderlands, which have suffered years of recurring conflict stoked by long-standing ethnic and political enmities and fighting over the region's rich resources of gold, tin, tungsten and coltan. The latter is a precious metal used to make mobile phones.

M23 deputy spokesman Amani Kabasha told Reuters that some of the group's young combatants did not understand why they had to surrender a city seized after their offensive.

"We took this town by blood so it is not easy to convince them to leave. They do not understand it," Kabasha said.

In Goma, armed camouflage-clad M23 fighters could still be seen, standing around street corners or in pick-up trucks.

In a sign that Congolese authorities intended to reassert their control over Goma after the rebel withdrawal, 300 policemen, some armed with AK-47s, arrived by ferry at Goma's port on Lake Kivu on Friday and then fanned out around the city.

HUNDREDS INJURED, THOUSANDS DISPLACED

U.N. experts and Congo have accused the government and military of neighboring Rwanda of supporting, supplying and directing the M23 rebellion, a charge furiously denied by Rwandan President Paul Kagame.

But in the face of the evidence supplied by the U.N. experts, the Rwandan denials have not convinced Western donors, a number of whom have frozen aid to Kigali.

In the latest move, Britain, Rwanda's largest bilateral donor, said on Friday it was withholding 21 million pounds ($34 million) of budget support.

The U.N. Security Council also added two more M23 commanders, Baudoin Ngaruye and Innocent Kaina, to the U.N. Congo sanctions list, U.S. Ambassador to the United Nations, Susan Rice, posted on Twitter on Friday.

"We condemn the actions of the #M23 & those who support them," Rice said.

The Security Council said in a statement in August that U.N. High Commissioner for Human Rights Navi Pillay had named the men among a group of M23 commanders who were linked to past atrocities and presented the gravest risk to civilians.

The medical charity Medecins Sans Frontieres/Doctors Without Borders said the fighting leading to the fall of Goma last week had injured hundreds of people and displaced thousands from their homes. Fighting had also taken place at other locations around Goma, such as Masisi.

President Kabila, who faces resistance from within his own military to a peace with the rebels, has said he is ready to listen to the insurgents' grievances, if they leave Goma. But M23 has expressed skepticism about the offer.

The rebels said initially that they had taken up arms over what they cited as the government's failure to respect a March 23, 2009, peace agreement that envisaged their integration into the army.

They have since broadened the scope of their movement, declaring their aim to "liberate" the entire Central African nation and oust Kabila.

On Thursday, Congo's new head of land forces, Lieutenant-General Francois Olenga, said only war could end the rebellion in the east by the Tutsi-led insurgents.

Humanitarian agencies have said that more than 5 million people have died from conflict, hunger or disease in Congo since 1998.

Rwanda has twice invaded its western neighbor Congo over the past two decades, at one point sparking a conflict dubbed "Africa's World War" that drew in several countries.

It has justified its interventions by arguing that it was forced to act against hostile Rwandan Hutu fighters who fled to Congo after the 1994 Rwandan genocide that saw 800,000 Tutsis and moderate Hutus killed by Hutu soldiers and militia. ($1 = 0.6236 British pounds)

Lemur Love: How Daughters Avoid Mating With Dad

Tiny nocturnal lemurs recognize their dad's cries amid the other sounds of the nighttime Madagascar forests, a new study finds. The research is the first to show that solitary animals may avoid inbreeding by keeping an ear out for familiar voices.

Previous studies have found that animals living in complex social groups have no trouble recognizing their own kin's calls, particularly the sounds of maternal relatives. Even goat mamas keep a long-term memory for their baby's calls, according to a study published earlier this year.

But less is known about how animals recognize their father's calls, and the cries of the relatives on dad's side of the family. Likewise, researchers know very little about how solitary-living animals avoid inbreeding with dad's side of the family.

That's where the gray mouse lemur (Microcebus murinus) comes in. These cartoonishly cute?lemurs are raised by their mothers without help from dad. When they grow up, they head out of the nest to forage on their own. But male lemurs' ranges are large, and they often overlap with that of their daughters', suggesting the primitive primates have evolved some way to avoid accidentally mating with a relative.

To find out how, researchers led by Arizona State University's Sharon Kessler played male mating calls and alarm cries for 10 adult female gray mouse lemurs housed at the University of Veterinary Medicine in Hannover, Germany. Each lemur heard her father's cries as well as an unrelated male's. The researchers recorded how attentive the lemurs were to each call. For example, an interested lemur might stare at or run over to the speaker playing the call. [Image Gallery: Leaping Lemurs]

The female lemurs paid equal attention to alarm calls from fathers and unrelated males, the researchers report in an upcoming issue of the journal BMC Ecology. But when it came to mating calls, lady lemurs perked up much more at unrelated male's calls. Compared to when they heard a father's cry, the lemurs approached the non-kin speakers faster, sooner and stayed longer looking for the source of the sound.

The take-away, Kessler and her colleagues wrote, is that recognizing dad's voice requires neither a big brain nor a complex social life. In fact, ability to recognize kin may have preceded complex social structures in evolutionary history.

Israeli official downplays Palestinian UN bid

JERUSALEM (AP) ? Israel's deputy foreign minister downplayed the Palestinians' statehood bid at the United Nations on Thursday, calling their internationally backed quest for global recognition a "virtual move without any substance" that could boomerang against them.

After four years of deadlocked negotiations, the Palestinians plan to ask the U.N. General Assembly on Thursday to recognize a non-member state of Palestine in the Israeli-occupied West Bank and east Jerusalem, and the Hamas-ruled Gaza Strip.

The measure, advanced over Israeli and U.S. objections, is expected to pass because the Palestinians have overwhelming support in the assembly and do not face a U.S. veto there as they do in the Security Council.

Backing for the Palestinians' appeal to the U.N. bid came from an unexpected quarter Thursday, when former Israeli Prime Minister Ehud Olmert was quoted as saying the Palestinian request "is congruent with the basic concept" of the two-state solution.

"Therefore, I see no reason to oppose it," said, according to The Daily Beast news website. An Olmert spokesman did not return a call for comment.

Olmert, Palestinian President Mahmoud Abbas and their teams conducted peace talks in 2007 through early 2009, but never clinched a deal.

The U.S. and Israel mounted an aggressive campaign to head off the General Assembly vote.

In a last-ditch move Wednesday, U.S. Deputy Secretary of State William Burns made a personal appeal to Abbas, promising that President Barack Obama would re-engage as a mediator in 2013 if Abbas abandoned the statehood effort. The Palestinian leader refused, according to Abbas' aide Saeb Erekat.

For Abbas, the U.N. bid is crucial if he wants to maintain his leadership and relevance. The Islamic militant group's standing in the Arab world has risen as changes sweep the region, while Abbas' Fatah movement, which governs the West Bank, has been sidelined and marginalized.

Israel, meanwhile, focused on lining up European powers against the bid. But France and other European nations have lined up behind the Palestinians, Germany announced Thursday that it would abstain and Britain indicated it might do the same.

Still, Deputy Foreign Minister Danny Ayalon insisted Thursday that "the Palestinians will come out the losers in the end."

The statehood bid, he told Army Radio, constitutes a "serious violation" of peace accords between the two sides. Israel will consequently feel itself "less bound" by those agreements, and could respond by withholding funds or security cooperation from the West Bank-based Palestinian Authority, he said.

"In my opinion, it's a losing proposition," Ayalon said. "It's a virtual move without any substance."

The Israeli government argues that the Palestinians can only win a state through negotiations with Israel and maintains the U.N. appeal violates peace accords by sidestepping talks.

However, Ron Pundak, one of the architects of those mid-1990s accords, told Army Radio on Thursday that the agreements contained no provision blocking such a move.

The Palestinians are turning to the General Assembly a year after they failed to muster Security Council to recognize "Palestine" as a full-fledged U.N. member.

Intense Israeli and U.S. lobbying against that earlier bid buried it. But this year, the Palestinians have been helped by another year of stalemate and perhaps more important, changes in the Arab world that have strengthened the Palestinian Authority's militant Hamas rivals, who oppose negotiations with Israel.

European nations have been more receptive to this latest bid, in the hope of bolstering the authority's moderate president, Mahmoud Abbas, who governs the West Bank. Abbas champions negotiations, but his stature at home has suffered because of his failure to deliver a state through diplomacy during his eight-year tenure.

General Assembly recognition of an independent state of Palestine will not actually deliver a state, end the Israeli occupation or reunify the Palestinians, who are ruled by dueling governments in the West Bank and Gaza.

But the Palestinians hope U.N. recognition will add weight to their claims for an independent homeland and say they hope to leverage it to resume negotiations.

The Palestinians are going to the U.N. on an emotionally charged date. On Nov. 29, 1947, the U.N. decided to partition what was then British-ruled Palestine into Jewish and Arab territories. Jewish leaders accepted the plan, but Arabs rejected it, and the Palestinians were left without a state.

Senior House Republican sees income tax hikes in fiscal deal

WASHINGTON (Reuters) - A small but growing number of Republicans in the U.S. House of Representatives believe tax hikes on the rich like those favored by President Barack Obama will be part of a final deal to resolve the so-called fiscal cliff.

"I wouldn't have a problem with letting those tax rates go up," provided they are coupled with spending cuts, Representative Mike Simpson of Idaho told Reuters Thursday.

A similar sentiment expressed by about a half-dozen House Republicans in recent days likely will increase pressure on their party's congressional leadership to reach a bipartisan agreement with Obama and his fellow Democrats.

For weeks, the fight over whether to raise taxes on the wealthy - those families with net incomes above $250,000 - has dominated the debate on averting the fiscal cliff, which is a combination of steeper tax hikes and spending cuts due to begin in January unless Congress and Obama find an alternative plan.

Simpson, a seven-term veteran, said that raising taxes on the rich "wouldn't be my preferred way to do it. But elections have consequences," referring to Obama's re-election earlier this month.

Another senior Republican lawmaker, who asked not to be identified, told Reuters that a Democratic bill, which passed the Senate in July and would raise income taxes on families with net incomes above $250,000, could pass his chamber if it got to the floor.

The lawmaker said he was confident, however, that House Speaker John Boehner, a Republican, would not allow this bill to be brought to the House floor for a vote, explaining: "It may be popular" but "it's class warfare."

Republican Representative Steve King said he and fellow conservatives could live with raising taxes. "Conservatives might be able to figure how they can go home and rationalize a vote that included a revenue increase and or a tax rate increase," King said.

The lawmakers' remarks came a day after initial cracks in what had been Republican unity against any income tax increases.

On Wednesday, Representative Tom Cole said it was time to extend tax cuts for everyone making up to $250,000 to "secure" those rates for most Americans.

Another conservative House Republican, Representative Tim Scott, a first-term congressman, said that such a measure "could pass the House," according to Scott's spokesman. The aide added that Scott does not support legislation raising taxes on the rich, however.

Camera trap photo of rare cat wins prize

ScienceDaily (Nov. 29, 2012) ? A photograph taken by Wildlife Conservation Society scientists of a little known Bolivian cat species called an oncilla has won a BBC Wildlife camera-trap photo competition.

The photo, which won the New Discoveries category, documents the first-known occurrence of this extremely rare spotted cat in Madidi National Park.

The Oncilla (Leopardus tigrinus) occurs across the Amazon and along the tropical Andes. About the size of a house cat, they are the smallest cat species of South America's lowlands. Very little is known about their life history.

WCS researchers Guido Ayala, Maria Viscarra, and Robert Wallace submitted the photo taken last July during camera trap surveys of jaguars and other wildlife living in Madidi -- considered to be among the most biodiverse protected areas on the planet.

More than 1,300 entries were submitted from around the world. The winning entry received ?1,000 (approximately $1,500), courtesy of Paramo Directional Clothing Systems and the World Land Trust.

The new record for oncilla in Madidi pushes the number of confirmed cat species in the park to six with at least two more waiting to be confirmed. Madidi National Park contains 11 percent of the world's birds, more than 200 species of mammals, almost 300 types of fish, and 12,000 plant varieties. The 19,000 square-kilometer (7,335 square mile) park is known for its array of altitudinal gradients and habitats from lowland tropical forests of the Amazon to snow-capped peaks of the High Andes.

The Greater Madidi-Tambopata Landscape Conservation Program aims to develop local capacity to conserve the landscape and mitigate a variety of threats, including road construction, logging, and agricultural expansion.

(AP) ? Park Jung-in, an 11-year-old South Korean, sleeps with her Android smartphone instead of a teddy bear. When the screen beams with a morning alarm, she wakes up, picks up her glasses and scrolls through tens of unread messages from friends, shaking off drowsiness.

Throughout the day, the gadget is in her hands whether she is in school, in the restroom or in the street as she constantly types messages to her friends. Every hour or so, she taps open an application in her phone to feed her digital hamster.

"I get nervous when the battery falls below 20 percent," Park said as she fiddled with the palm-size gadget. "I find it stressful to stay out of the wireless hotspot zone for too long."

In South Korea, where the government provides counseling programs and psychological treatment for an estimated 2 million people who cannot wean themselves from playing online computer games, youngsters such as Park have previously not been considered as potential addicts.

Here and in other parts of Asia, online addiction has long been associated with hardcore gamers who play online games for days on end, isolated from their school, work or family life and blurring the line between the real and fantasy online worlds. In a shocking 2010 case in South Korea, a 3-month-old girl died after being fed just once a day by her parents who were consumed with marathon online game sessions.

Park does not play computer games and in class, she confidently raises her hand to answer a question. She also gets along well with her friends and likes to cook as a hobby. And yet, she set off more than eight red flags on an addiction test, enough to be considered unhealthily dependent on her smartphone. Park is not unique and the government is concerned enough to make it mandatory for children as young as 3 to be schooled in controlling their device and Internet use.

Her obsession with being online is a byproduct of being reared in one of the world's most digitally connected societies where 98 percent of households have broadband Internet and nearly two thirds of people have a smartphone. Being wired is an icon of South Korea's pride in its state-directed transformation from economic backwater to one of Asia's most advanced and wealthy nations. Always seeking an edge, the government plans to digitize all textbooks from 2015 and base all schooling around tablet computers.

But some now fret about the effects that South Korea's digital utopia is having on its children, part of the first generation to play online games on smartphones, tablets and other devices even before they can read and write.

New mobile devices that instantly respond to a touch of a finger seem to make children more restless than before and lack empathy, said Kim Jun-hee, a kindergarten teacher who conducted an eight-month study on Internet safety and addiction education for pre-school children.

"Babies are in a stroller with a smartphone holder. Kids sit in the grocery shopping cart watching movies on the tablet computer," she said. "I've been teaching at kindergartens for more than 10 years now but compared to the past, kids these days are unable to control their impulses."

In Suwon city south of Seoul, students in teacher Han Jeoung-hee's classroom now turn in their smartphones when they arrive at school in the morning.

"Kids forgot to eat lunch, completely absorbed with smartphones and some stayed in the classroom during a PE class," said Han who teaches sixth grade students at Chilbo elementary school. Smartphones are put in a plastic basket and returned when kids leave for home after classes.

The National Information Society Agency, or NIA, estimates 160,000 South Korean children between age 5 and 9 are addicted to the Internet either through smartphones, tablet computers or personal computers. Such children appear animated when using gadgets but distracted and nervous when they are cut off from the devices and will forgo eating or going to the toilet so they can continue playing online, according to the agency.

Smartphone addicts find it difficult to live without their handsets and their constant use disrupts work and social life, according to NIA. Most of their personal interaction is carried out on the mobile handset. Overuse of smartphones may be accompanied by physical symptoms such as turtle neck syndrome caused by having the head in a constant forward position and a pain or numbness in fingers or wrists.

Though Internet addiction is not recognized as a mental illness, there is a growing call from medical practitioners and health officials worldwide to treat it as an illness rather than a social problem.

The American Psychiatric Association's Diagnostic and Statistical Manual of Mental Disorders lists Internet Use Disorder as meriting further study. It is unclear whether it will be recognized as a mental illness in a major revision of the standard-setting manual due out next year. But as the Internet becomes more pervasive and mobile, more societies are grappling with its downside. In Asia, countries that have experienced explosive growth in the Internet such as Taiwan, China and South Korea are most active in carrying out research into whether Internet addiction should be recognized as a mental illness, according to Lee Hae-kook, a psychiatry professor at Catholic University of Korea, College of Medicine.

South Korea already provides taxpayer-funded counselors for those who cannot control their online gaming or other Internet use. But the emergence of the smartphone as a mainstream, must-have device even for children is changing the government's focus to proactive measures from reactive.

South Korea's government is widening efforts to prevent Web and digital addiction in school-age children and preschoolers. Starting next year, South Korean children from the age 3 to 5 will be taught to protect themselves from overusing digital gadgets and the Internet.

Nearly 90 percent children from that age group will learn at kindergartens how to control their exposure to digital devices and the danger of staying online for long hours. The Ministry of Public Administration and Security is revising laws so that teaching the danger of Internet addiction becomes mandatory from pre-school institutions to high schools.

Kim, the kindergarten teacher, said educating children against digital and web addiction should start early because smartphones are their new toys.

From next year, her program for 3-year-olds will focus on introducing them to the positive activities they can do with the computers, such listening to music. Children aged 4 and 5, will learn the dangers of overuse and how to control their desire to use computers.

Implantable silk optics multi-task in body: Dissolvable micro-mirrors enhance imaging, administer heat, deliver and monitor drugs

ScienceDaily (Nov. 28, 2012) ? Tufts University School of Engineering researchers have demonstrated silk-based implantable optics that offer significant improvement in tissue imaging while simultaneously enabling photo thermal therapy, administering drugs and monitoring drug delivery. The devices also lend themselves to a variety of other biomedical functions.

Biodegradable and biocompatible, these tiny mirror-like devices dissolve harmlessly at predetermined rates and require no surgery to remove them.

The technology is the brainchild of a research team led by Fiorenzo Omenetto, Frank C. Doble Professor of Engineering at Tufts. For several years, Omenetto; David L. Kaplan, Stern Family Professor of Biomedical Engineering and Biomedical Engineering chair, and their colleagues have been exploring ways to leverage silk's optical capabilities with its capacity as a resilient, biofriendly material that can stabilize materials while maintaining their biochemical functionality.

The technology is described in the paper "Implantable Multifunctional Bioresorbable Optics," published in the Proceedings of the National Academy of Sciences online Early Edition the week of November 12, 2012.

"This work showcases the potential of silk to bring together form and function. In this case an implantable optical form -- the mirror -- can go beyond imaging to serve multiple biomedical functions," Omenetto says.

Turning Silk into Mirrors

To create the optical devices, the Tufts bioengineers poured a purified silk protein solution into molds of multiple micro-sized prism reflectors, or microprism arrays (MPAs). They pre-determined the rates at which the devices would dissolve in the body by regulating the water content of the solution during processing. The cast solution was then air dried to form solid silk films in the form of the mold. The resulting silk sheets were much like the reflective tape found on safety garments or on traffic signs.

When implanted, these MPAs reflected back photons that are ordinarily lost with reflection-based imaging technologies, thereby enhancing imaging, even in deep tissue.

The researchers tested the devices using solid and liquid "phantoms" (materials that mimic the scattering that occurs when light passes through human tissue). The tiny mirror-like devices reflected substantially stronger optical signals than implanted silk films that had not been formed as MPAs.

Preventing Infection, Fighting Cancer

The Tufts researchers also demonstrated the silk mirrors' potential to administer therapeutic treatments.

In one experiment, the researchers mixed gold nanoparticles in the silk protein solution before casting the MPAs. They then implanted the gold-silk mirror under the skin of mice. When illuminated with green laser light, the nanoparticles converted light to heat. Similar in-vitro experiments showed that the devices inhibited bacterial growth while maintaining optical performance.

The team also embedded the cancer-fighting drug doxorubicin in the MPAs. The embedded drug remained active even at high temperatures (60 degree C), underscoring the ability of silk to stabilize chemical and biological dopants.

When exposed to enzymes in vitro, the doxorubicin was released as the mirror gradually dissolved. The amount of reflected light decreased as the mirror degraded, allowing the researchers to accurately assess the rate of drug delivery.

"The important implication here is that using a single biofriendly, resorbable device one could image a site of interest, such as a tumor, apply therapy as needed and then monitor the progress of the therapy," says Omenetto.

Facebook Censors Picture Of Woman's Elbow That Looks Like A Breast (PHOTO)

Facebook has something against elbows -- at least, elbows that somewhat resemble bare breasts.

That was the conclusion of a recent Facebook experiment perpetrated by the operators of the Theories of the Deep Understanding of Things (TOTDUOT) Tumblr set out to show the error of the social media giant's censor-happy ways.

In order to prove their point, the people behind the Tumblr posted a photo that showed a woman in a bathtub, her elbows propped up on the sudsy sides. However, at first glance, one of the elbows could be confused for the "giant left breast on a one-armed woman," as the Daily Dot writes.

Facebook only gave it the one glance.

On Sunday, within 24 hours of its posting, the photo was removed and an email was sent to TOTDUOT, notifying the group that their picture had violated the site's Statement of Rights and Responsibilities. In Article 3 (Safety), Section 7 of the code, Facebook states, "You will not post content that: is hate speech, threatening, or pornographic; incites violence; or contains nudity or graphic or gratuitous violence."

"FB moderators can't tell an elbow from a dangerous, filthy, uncanny and violent female breast," TOTDUOT wrote in response to the picture's removal. "No questions were asked the and the post is down > Imagine our surprise."

After Gawker wrote about the censoring on Monday, Facebook sent a statement to the site apologizing for the error.

Just wanted to reach out and let you know that we have restored the photo. We made a mistake and sent an apology to the original poster.

Facebook's Article 3 (Safety), Section 7 has provoked protest in the past, especially in regards to the censorship of photos of breastfeeding mothers.

In February, a small group of women conducted a "nurse-in" inside the building that houses Facebook's NYC office, demanding that the site stop taking down their breastfeeding shots, Metro notes.

"Facebook receives hundreds of thousands of reports every week, and as you might expect, occasionally we make a mistake and remove a piece of content we shouldn't," a Facebook representative told Metro at the time. "When this happens, we work quickly to address it by apologizing to the people affected and making any necessary changes to our processes to ensure the same type of mistakes do not continue to be made. We encourage people to re-upload the photos they believe were removed in error."
